University Employee Admits Quilt to Health Care Fraud

Washington, D.C. – On 17th Feb 2021, Folashade Adufe Horne, age 51, from Laurel, Maryland, admitted guilty in federal court to swindling the D.C. Medicaid program out of over 370,000 U.S. dollars.

Folashade Horne admitted guilty to health care fraud in the United States District Court for the District of Columbia. The indictment bears a statutory maximum of ten years in prison and monetary penalties. According to the federal convicting guidelines, Folashade Horne faces a possible recommended conviction of between eighteen and two years in prison.  The Honorable Reggie B. Walton took Folashade Home’s plea and set conviction for 12th May 2021.

On numerous occasions, from January 2014 to June 2020, Folashade Horne was hired by four separate home health agencies to work as a personal care aide for D.C. Medicaid recipients. Folashade Horne was also hired by Howard University on a full-time basis during this same duration. The home health agencies hired Folashade Horne to help Medicaid recipients in carrying out their daily living activities, like getting in and out of bed, dressing, bathing and eating. Folashade Horne was supposed to write down the care she offered to the Medicaid recipients on timesheets and later returned the timesheets to the home health agencies, which would, in exchange, charge the Medicaid program for the services that she gave.

Folashade Horne confessed that from January 2014 to June 2020, she triggered the D.C. Medicaid Program to issue reimbursements amounting to 373,564 U.S. dollars for services that she did not give. As part of her fraud conspiracy, she submitted untrue timesheets to separate home health agencies, alleging that she offered personal care aide services that she never provided. She alleged she gave such services during periods when in reality, she was working her shift as a full-time worker at Howard University Hospital. She alleged to work over twenty hours on a particular day on over 200 occasions, such as 28 days when she stated that she gave 32 hours of PCA services. Folashade Home further claimed to give personal care aide services within the District of Columbia on days when she was never in the United States.
