Two Convicted for Conspiracy to Perpetrate Health Care Related to Kickbacks Concerning Compounded Prescriptions and TRICARE Recipients

Jacksonville, Florida- on 20th October 2021, A federal grand jury found Scott Balotin, age 51, from St. Johns and Thomas Jones, age 52, from Jacksonville, guilty of conspiracy to perpetrate money laundering and health care fraud. Each faces a punishment of ten years in federal prison. The conviction hearings are set for 18th January 2022.

Balotin and John had both been charged on 30th October 2019.

As per the evidence presented at court, Balotin possessed and managed Casepark, a marketing company located in Jacksonville. Casepark used salespersons for marketing compounded medications, such as pain and scar creams, to health care benefit recipients. The creams had high remuneration rates for a month’s dose ranging from nearly 4,000 USD to 17,000 USD. Casepark aimed its promotional attempts on TRICARE recipients based on belief and understanding that TRICARE would remit allegations for compounded drugs.

The prescriptions created for the recruited TRICARE recipients were directed by numerous chemists to be filled. Casepark obtained nearly 55% of the after-cost amount of every allegation remitted by a health care benefit plan to a chemist that filled every prescription. Casepark and other purported accomplices paid the salespersons a percentage of the paid allegations they obtained from the pharmacies.

Other co-suspects who earlier admitted guilt to conspiracy to perpetrate health care related to this comprised: David Stevens, Pablo Ortiz, Sam Todd, and Derwin Allen.
