February 13, 2020 – On February 12, US District Judge Jon D. Levy issued a prison sentence to the owner of Lewiston Counseling Agency for their charges surrounding a health care fraud scheme.
Reports indicate that between November 2015 and May 2018, 64-year-old Nancy Ludwig conspired with Abdirashid Ahmed and others to commit health care fraud. Investigations into the incident found that Ludwig, Ahmed, and several others at Facing Change submitted false claims to MaineCare for interpretation and counseling services. Authorities uncovered agreements presented between Ludwig and Ahmed that she would provide him kickbacks in return for bringing beneficiaries from Facing Change to MaineCare.
The three-year collaborative investigations conducted by the FBI, the Office of Inspector General, and the Department of Health and Human Services, as well as the Main State Medicaid Fraud Control Unit, found enough evidence to convict.
On February 12, Ludwig was sentenced to 42-months in prison, which will be followed by three years of supervised release.
