5.5 Years for NextHealth and Forest Park Executive for Kickbacks

Dallas, TX – 43-year-old Andrew Hillman, was sentenced by a federal court for his involvement in two healthcare fraud schemes in October 2018. The Dallas resident, along with a fellow co-conspirator, stands accused of receiving kickbacks to get more patients into their facility.

The case was prosecuted by Chad Meacham, Marcus Busch, and Andrew Wirmani, Assistant United States Attorneys who, with the tireless help of law enforcement, were able to bring about the guilty verdict. These individuals helped in the judgment to force NextHealth and Forest Park to pay a restitution fee of $3 million. Hillman stands convicted of violating the anti-kickback statute as well as the Travel Act in regard to the allegations placed against the Forest Park scheme.

Along with a business partner, Seymon Narosov, Hillman admitted that they were paid by Forest Park the equivalent of $190,000 to have patients referred to their facility. The payments were funneled through a shell corporation to try and conceal any of their wrongdoing through a business called Adelaide Business Solutions. This resulted in Hillman and Narosov pleading guilty of money laundering.

Multiple fraudulent conspiracies took place where the pharmacies in question paid illegal kickbacks to various doctors and medical professionals for their part in continuing the scam as well as to generate prescriptions and attempts to misbranded drugs. Hillman admitted that the group of conspirators laundered up to $450 million from the proceeds of multiple government programs as well as insurance companies. Hillman allegedly also used self-funded patient copies in the hopes of duping auditors.

Hillman’s testimony resulted in the convictions of seven other conspirators associated with the Forest Park Medical Center being convicted, along with a staggering 18 other defendants that have been discovered in the fraud. An extra two defendants were convicted during the NextHealth scheme.

Helping to investigate the case was the FBI, FDA, Department of Defence, the IRS, and multiple other federal law enforcement agencies. This multi-agency investigation ensured through cooperation and diligence, and these criminals were brought to justice.
